One way to limit abuse is to provide just a(n independently audited) travel credit-card that cannot be used for food, AND THEN let the city establish its own "inhouse" cafeteria ... or they can brown-bag it.
Credit cards are nefarious in that they are accepted everywhere. But if the potential dining perp has to spend his/her own money first only to file for reimbursement later, well, the costs then become more tangible.
